Harper’s Ominous Budget Bill expands the temporary foreign worker program, shortening the time it takes to bring in foreign workers to ten days. The Budget Bill also repeals the Fair Wages and Hours of Labour Act, eliminating standards that contractors have had to abide by when bidding federal contracts. Contractors will be able to offer minimum wage for skilled positions, then fill those positions with temporary foreign workers.

At more or less the same time, the Harper government has doubled and quadrupled duty free limits for cross-border shopping.

One can imagine trades people, forced to take low wage jobs or stay home, lining up on the weekend to buy their groceries in the U.S. because they can no longer afford Canadian prices. At least they won’t have to pay duty on their purchases.
